Mr. Hallmark has a B.S. in Management from Louisiana State University in Shreveport, cum laude. He has an M.B.A. from Samford University in Birmingham, Alabama. He obtained his J.D. degree from Cumberland School of Law in Birmingham, Alabama.

Mr. Hallmark is licensed to practice law in Texas and Alabama and in the 11th Federal District Court, Middle District of Alabama. He is a member of the Williamson County and Travis County Bar Associations.
